If my separation date is April 10th, can I start applying for it now? Or do I need to wait till get the lump sum payment? (in the doc, it says it'll be coming within 3 weeks after separation date).

When you apply for Unemployment benefits. The form asks if you have any unused PTO hours and were paid for them? If you do have them, you can't get unemployment benefits until those hours pass, even if you were paid for them. As an example, if you have 160 hours PTO on your last day of work and get a payout for them. You can't start receiving unemployment benefits for 4 weeks afterwards. The other issue is Oracle as well as any other employer has the right to challenge laid off people's filing for unemployment benefits.
Apply the day after your termination date. Note there is a week waiting period so your first check will be for $450, and when $900 every 2 weeks until reaching 26 weeks. You can apply for a training extension and get 16 more weeks if you qualify.
Start applying at EDD website ASAP. I think it takes 12-15 days before you see $900 for 2 weeks unemployment benefits show up in your bank account. You may end up having a ZOOM call 1-1 with EDD employee + attend another ZOOM group call to continue getting unemployment benefits. You could visit local EDD office to see if you can qualify to get FREE education classes at local community college. Oh! you unemployment benefits last for 6 months ONLY
