Inquiring contractor

Is hiring a multitude of contractors the industry norm or a Phillips culture? Have spoken to quite a few employees that have been contractors for a few years. Is there no push to have permanent employment? Or does anybody have any inside scoop on the rationale?

Phillips 66 has been notorious for stringing contractors along, especially in IT. Some folks in the past have been stuck as a contractor for several years. The company prides itself on good ethics, yet they turn a blind eye to hiring folks on as employees.
