Is hiring a multitude of contractors the industry norm or a Phillips culture? Have spoken to quite a few employees that have been contractors for a few years. Is there no push to have permanent employment? Or does anybody have any inside scoop on the rationale?

Phillips 66 has been notorious for stringing contractors along, especially in IT. Some folks in the past have been stuck as a contractor for several years. The company prides itself on good ethics, yet they turn a blind eye to hiring folks on as employees.
P66 is in the storm of an identity crisis, as it's being ran by unqualified short term thinkers who will profit from bonuses and leave.
What kind of contractor? The refineries bring a lot of contractors in as labor, pipefitters, welders, scaffolders, inspectors, etc. That's very industry wide, because it allows you to staff up and down easily as workload changes.
Some of the other positions we're farming out lately like IT and procurement? Maybe a bit more p66 specific, although we're definitely not the only ones doing that.
