$39,999.90 seems like a really strange number...almost like someone's trying to avoid triggering some sort of reporting requirement.
According to Google:
Avoiding Internal Bank Thresholds ($40k+): While the federal reporting requirement for cash transactions is $10,000, many financial institutions have internal risk management systems that flag or require additional documentation for automated clearing house (ACH) transfers or check payments that are exactly $40,000 or higher. A payment of $39,500 or $39,900 might bypass the immediate high-risk flag.
