I keep seeing more and more Cisco employees on Linkedin with "Open to Work" on their photo. Looks like there is quiet layoffs happening.

Something happening for sure.
It just hit our group in SBG. No confirmed total number yet, but it appears to be growing.
Those are people looking for other work because it su-ks @ Cisco.
Cisco loves laying off its best employees regularly so others left pick up the slack and run with it. It’s a great ELT leadership strategy that just keeps humming.
