What's the deal with the severance cap?

I haven't been here long. Was that always a thing, or is it new?

It used to be 4 weeks for every year you worked here PLUS your Bonus. Then in the late 90's it was reduced to 3 weeks for every year and no bonus. Then down to 2 weeks for every year after the Internet Bubble/Enron era, after that it was capped it at $125k after the Financial Crisis. I got the 125k cap plus remaining vacation days accrued that I didn't take in April 2016. Not sure what the cap on salary is now but I hear no vacation days are in the mix anymore.
