Layoffs are costly too. Severance pay and extended health insurance coverage.
PIP is cheaper. Firing does not cost as much.
RA's are so messy and public. IBM's new tool is PIP performance improvement plan to make life so misrable you quit on your own with no severance etc. Easy peasy.
