They will never, ever announce layoffs. To qualify as a RIF (which requires a public announcement), they must layoff at least 33% of the staff at once. How they (and other companies) are getting around this is by laying off smaller numbers of employees slowly. Then nothing needs to be announced.

1) She had 0 intention of announcing it a couple years back.
2) The on-going layoffs have been smaller and more strategic since then.
3) There are multiple ghost jobs on the Career Page that won't be filled.
