What is going on with job titles? I see people with titles as senior teamlead and manager, however Noone reports to them.

People just make up whatever title they want at Chevron. They’re pretty meaningless really because we don’t have standard roles either. Remember when we used to have like five different CIO’s?
This isn't new...I remember 10 years ago being introduced to someone in a meeting and their title was Lead; I flat out asked "oh so who reports to you?" and there was hesitation and the answer was NO ONE! Got the stink eye from my boss, come to find out this was a promotion he supported, done based on not what you know but who you blow (not being s-xist here...this was a male in the lead role, I'm sure some similar analogy applies). These titles are often just a "rationalization" for tuned out leaders to approve an unearned promotion.
Didn’t they do a standardization of titles at the time of the latest reorg? In one of the communications there was something that explained the format and rationale, but I can’t recall the details.
