At the pace they are doing the modernization, it will take 10 years to fully implement it to all floors, I doubt they would continue HMP given the huge cost and slow pace and significant backlash from many groups on the unassigned floor plan, it just does not make sense for a lot of teams.

HMP isn’t on hold. They just aren’t flexing offices if your floor isn’t modernized. Reading comprehension explains a lot about the state of this company.

HMP = Houston Modernization Program
Basically planned to upgrade the downtown towers and have folks land in unassigned first come first served type of seating
