Will this be enforced ? I mean why bother complying ?

By not complying you will prob get at least a year before being laid off

Yes, if you are remote, they will push you to go back to office, if you do not have an office in your area then they’ll almost certainly lower your rating, no matter how good your performance is. It’s a tactic to make it easier to push people out. Their whole strategy seems designed to pressure employees into leaving on their own so they don’t have to offer severance. If you don’t have another job lined up yet, it’s better to hang in there, at least that way you’ll receive the severance you’ve earned after giving this company years of your work.

Statistically you have a better chance of leaving if you have a job currently (or you want to keep the PT job for some reason.)

Potentially. Or you're one of the people in the speculated April layoff list. We dunno how quickly it would be enforced now compared to not doing so before. They could try PIPs or just terminate for cause.
