2.Also at this point are the manager ratings are already locked or the reporting manager still has a chance to update the rating for 2025?

No one is getting a promotion we are lucky if we keep our jobs this year.
If a manager has submitted someone for a promotion this review cycle, when do they hear if that promotion is approved? Do managers already know if their promotions went through for this year?

Can you clarify what you mean? I just entered a promotion for my team and it didn't seem any different then in the past - but its been a few years since the last time I did it.
@aa not this year. Comp planner just opened and PP&A did not have promotions and adjustments entered. Just verified that it will be a separate task this year.

Promotions, rare as the are these days, are often timed with year in review. So your manager tells you about it during the same discussion where merit and RRP are discussed. Not a separate week devoted to promotions.
What team has a week designated for promotions? The only time I have seen that is when someone quits.
Communication is currently scheduled to begin on Feb 11. Salary increases and promotions will be effective the pay period beginning Sunday, Feb 22 and ending Saturday, March 7. Payable on the March 13 paycheck.

Ratings have been locked for a few weeks
Not a manager but usually annual reviews are completed and submitted December/January and then you have a meeting with your manager in mid February to discuss what your raise will be, and it goes into effect end of February or early March
