If by STI you mean short term incentive (at least in the GNT world), yes. The severance payout was based with the STI bonus weekly compensation in mind, but it will also be paid at the end of Feb as usual for everybody else. The reason it was listed as "0" on the calc sheet, was b/c the percentage was not yet available, which is determined by the Board of Directors.

Hey OP the STI was different for everyone based upon what segment of the business you were in. So asking everyone here will get you nothing but conflicting answers. You’ll need to read through your sev calc worksheet and all of your severance docs for specific details. A much quicker way to check is simply download the fidelity app and log into your account and check your stock plan and see if you have shares that vested on 12/19.
