Layoff season is upon us - larger layoff season anyways - so who do we have bets on this round? ISG/CSG again? IT? Tech Support? Sales?
Realistically it's never "all" departments unless you count 1 or maybe 2 people...

Why can’t Dell leaders just fire the non productive personnel? There are so many.
It’s as though leaders delicately dance around lazy, problematic and incompetent personnel. They ignore the issues until they can sweep them up in a layoff.
By that point, the negative impact is so pervasive, the company is forced to layoff strong people as well.
Still lots of fat to trim from CSG.
