Gartner had a mass layoff in TA end of September (not performance based) and now I see Gartner is advertising jobs on LinkedIn for recruiters. How can they layoff staff, then post same job less than 3 months later?

Because they’re a shell of their former selves run by an utterly incompetent executive team who have all LONG worn out their welcome.
They might just be ghost postings, to try to give signals of upcoming growth. They might have no plans or very limited plans to actually hire anyone.
