If leadership is planning massive layoffs, which they are, this would be a good way to start. I’d take it without a second thought, and I imagine plenty of others would too.

There is a % that an allowed to be backfilled. It’s absolutely part of the RIF strategy.

VRP is not necessarily a workforce reduction.
Many of these positions are still relevant and will need to be back-filled. Of course, that could be HIH or Ireland or Mars or wherever cheap labor can be found, who knows.
