I don’t understand on why we are hiring so many folks. In my own department directors salary posted is anywhere from $189k-$289k.

I have watched positions I applied and was denied for (told that there's just so many qualified applicants from the ISP) be reposted several times over the past few months, and now be posted externally.
I have also watched others ISP'd take 1-2 paygrade decreases just to stay.
Mass hire, likely at a lower grade than pre er, squeeze out a ton of work. Never fix any infrastructure, system, or cultural issues at jones.
Lay off to reduce home office expenditure and appease the field. Because the field always gets used as collateral when used as collateral for big sweeping changes where there was no attempt to change infrastructure or culture and apologies are always punitive and reactive.
Rinse repeat and add in consultants who do not add value
