What was intels annual reward program during 2008-2009 and dot come bubble? Do they delayed those days as well?

nope. ECBP was still paid out.
was not there 2x RSU?
High graders that had good focal ranking got offered 0%.
Other grades receiving even a promo only got offers of about 2~3% for an upgrade, of which many turned down the upgrade part.
The ELT deferred answering that question yesterday so you can imagine what that is indicating.
