This management has relied on the same tired playbook for far too long, choosing layoffs as its only real method of improving numbers while pretending that constant cuts somehow count as strategy. They cycle through the same pattern every time, bringing in a handful of low-cost replacements to quiet the workload complaints and then returning to the exact behavior that created the mess, which has become the predictable HP way in every sense.

If it hadn’t been for Covid, Lores would be long gone. HP management acted like the good times would be here forever. No real R&D just a belief AI would be the next big windfall simply because HP was here.
this playbook is the playbook of a dying company unless they do a real strategic pivot. Print is their cashcow but sunseting and drying up. PC is a commoditize business with razor thin market depending on volume game. Covid actually sustained the company for sometime and the current AI hype further slowed down its demise. Regardless, its on a downhill momentum trying to fend out major shareholder flight by increasing dividend and sharebuyback.
This is the same management that kept saying San Diego would remain open for another 10 years with a very bright future. Then they pulled the rug from under the employees and closed the campus after extracting every ounce of labor from the workers before laying them off.
HP has lost face and all credibility. It is a Hunger Games now at the company with employees and managers backstabbing each other to survive while Lores and the top dogs get away with the loot.
The leadership team will lay off as many US employees not just to save money, but because they can't repair the heavily damaged relationship with existing employees.
