Qualcomm is focused on getting rid of as much people in the USA as possible and replace those resources with new recs in low cost regions like India.
The average pay at most titles in Qualcomm below VP is 15% to 30% lower than other companies.
Going thrifty on the compensation enables them to let of of resources here so they can replace them, and a less expensive option than to layoff people.
If this is HQ, yes, this is on par.
