This will make things sloooow with long queues, more coordination meetings, and squabble.

Data expertise is specialized per lob. meanwhile execs think anyone can pick up anyone's job.

Done right, this can work. The problem is that small areas get deprioritized. So they get a reporting guy and a Tableau license and in-house it. They show benefits, so other areas do it too. Eventually, there's no work for the COE, or it takes too long to get things done, and BAM, no more COE. That pendulum is just doing its thing.

I’ve seen plenty of reorgs at USAA but this may be the d-mbest. Centralizing hundreds of data resources under leaders that build kingdoms and have never been able to actually deliver business value. I can only assume there will be some significant consolidation at some point before the remainders are split back out again in a year or two.
