Why does Wells Fargo have so many consultants if they are doing layoffs?

I was hired as a cosultant becuase the FTE's did not know how to do their jobs. I was treated so well by the SVPs of the area I worked in.
Because no one in management understands their own job …..
It’s actually just a job family, they aren’t actually consultants but are FTEs in the majority of cases.
