Although I don't find the announcement a surprise, it's quite nerve wrecking because I don't know when I will find out if I am affected. Any insights about when these cuts will take effect?

I plan on riding my (Systems Nov/Dec) re-deployment to the /r/overemployment end of Q1. Surprising # of jobs out there and I'm nearly hired outside.
Layoffs at IBM are determined by age, wage, and experience. If any one of the 3 is "high", you are a target.

IBM is taking the charge in 1st Q, so I would expect the cuts to happen in 1st Q. As to your “am I affected” question. Did you work for GTS or Watson Health last year, and were told to find a new job within IBM? If yes, and you didn’t find a job, then yes you most likely will be impacted.
