This is a mess. What did the Medtronic guy know about semiconductors?... not so much. He bought into Pat's 'moonshot' strategy. Now the economy is sliding into a recession. No way governments can pay the tab for all of the fab expansions and Intel can't fill them anyway. It really is turning into a cascading series of terrible decisions and exogenous shocks. Much of it predictable if you simply understand the first thing about Intel's business. TSMC chairman has recently stated that it costs 5x as much to build fabs in the US (he was talking about construction costs and didn't discuss the operating costs).
This really looks like it is all going to end quite badly. No amount of government handouts can put humpty dumpty back together again...
