I suspect IBM currently has approx 55k of USA head count. That’s approx 20% of total worldwide head count. The following is my suspected break down
Consulting = 170k worldwide USA = 17k (Kyndryl says 8-10% on shore for services)
SW = 70k worldwide USA = 23k (Mainframe and Redhat support 1/3 o shore)
Infrastructure = 30k worldwide USA = 15k (Mainframe POK plant is the reason)
The 3900 RA’s will come out of Kyndryl and Watson folks in the 1st q who couldn’t find jobs (Think USA headcount)
Relocation will account for another 15-20k as 2023 moves on with IBM’s ultimate goal being 30-35k USA headcount

Also bear in mind, that this 3,900 number is in ADDITION to the several thousand who will be PIP'd in Q1.

Important to Note Since, undoubtedly, the vast majority of those 3,900 cut will come from the United States workforce, this represents a LOT higher percent workforce reduction than the "1.5%" quoted.

Given a current best guess of ~40,000 to ~50,000 workers still left in the US, that puts the estimate close to ~8% to ~10%.

And from Bloomberg: "IBM to Cut About 3,900 Workers, Still Hiring in ‘Higher Growth’ Areas. Company will cut about 1.5% of workforce."
