Consider how bad they are at advertising our products to customers - they use that same level of skill selling the company goals to the employees.

Same reason folks used to be drawn to see staged train wrecks over a century ago. The difference is nobody (well there was one recorded spectator fatality) got hurt watching the steam engines plow into each other.
Unfortunately the train that Stankey is running has caused a lot of casualties. (metaphorically)
