When did we stop having performance-based layoffs? When did cuts go from being about getting rid of low performers to a numbers game that causes some of the best people (those with the highest pay) to be kicked out? How is it a good thing to get rid of the best performers while keeping the worst?

Having the highest pay doesn’t make you The Best, it just means you floated under the radar long enough to “earn” increases. Now the dead wood will be replaced by 9 dollar an hour techs. They all have masters degrees, too. What were bringing to the table, again?
Company never did this, and was much more kind and like a family before the switch to new management and "transformative growth" that transformed us into a #2 company that no one wants to work for...

SF has never had performance-based layoffs. Look at all the dillweeds you've worked with over the years and that still remain employed. Layoffs at SF are driven by arbitrary number targets.
Please explain how this is happening?
Because the high performers are also high paid and they want to reduce expenses.
