Does anyone know how the ratings work? Like what correlates to 1-5? Performing, achieving?

Management ratings are such a joke. One person out of 30 gets a leading appraisal and all the other exceeding/leading employees are grouped into the "performing" category along with the people who barely work. This process has made me so frustrated over the years. You don't tell your highly performing managers that they are mediocre "performers". There is no quicker way to de-motivate your workforce but yet it continues. At some point, people falling into this category should just "perform".
There is no leading rating. It's called exceeding
The performance ratings earned have no merit during this period of RIFs.
The job ratings and performance forms you prepare each year never come into play until they want to get rid of you. You can be rated Exceeding but may not receive additional STI because you may be more penetrated within the salary range than someone else. So they will use your well deserved additional bonus for over achieving and give it to someone else because their salary is not as much. I had a manager at one time that thought it made him look good by not using all of the funds provided for his team and sending it back. Looked like an id--t
1 - not performing
2- approaching
3- achieving
4 - leading
5 - top performer
3 -performing
4 -exceeding
5 -top performer
Your group is only allotted very few exceeding ratings and even less top performer ratings. If you meet your kpi’s you’re going to be a 3, you need to be in the good graces of your leader and their leader to get a 4. If you’re a 5 you ain’t perusing this forum.
1 or a 2 you won’t be with the company for very long I think 2 is “needs improvement” and I don’t even know what they call a 1.
