Let me tell all you none IT people something. One of the easiest things to do is to track where you log on from. Even the help desk can tell if you in the office or at home without ever talking to you. When you in the office your logon reflect the office number you log on from. When you at home it reflects your state and a 900 number. Essentially there is a clear distinction between logging on at home and in the office and your manager can go back as much as two years and see what day and from where you logged on with a simple call to the help desk or with their own access to the logon report.

It’s like a school attendance policy. Showing up doesn’t help you out but failing to show up can be an excuse to mess with you.

Rumor has it that they are also now tracking the time your laptop is connected to the internal VPN, so if you're badging in and turning around, they have record of how much time you're actually working within the office. No word yet on if people managers have access to the data.

As the other person said, it’s just badge swipes in. Yes, you can pull the report in MyHR under reports. It shows number of days with badge swipes and the week (that’s it) per employee.

I’m sure senior leaders will get a report sent via email periodically. I used to get them a few years ago about people I had in offices and % they were in the office for real estate planning and charge back purposes.

Just stay off the naughty list and most mangers don’t care. Don’t make them look bad or they’ll have to deal with it. S*it rolls downhill right? They’ll be getting hit from their leaders for not effectively managing, and it’ll come down on you.

Badge swipes in are being tracked. You have to swipe at the turnstile in the building (in MN). This comes from the security desk. They shared that some people drive in, park in the circle, run inside and swipe their badge at the turnstile, don't go through the turnstile and leave. Supposedly badge swipes out will never be tracked due to a fire code ordinance. Security also confirmed that your swipe at the parking ramp and door (prior to the turnstile) are not what is being reported on. You have to swipe at the turnstile in the building to be counted as in the office for the day.

Managers have access to badge swipe reports but they are cumbersome to find through the HR system and the majority of managers do not like RTO and are not enforcing it. There has been no formal policy shared of what managers are supposed to do if someone is in the RTO mandate but not coming in.

So other than threatening emails from unknown people in HR, currently there doesn't seem to be strict enforcement. Keep in mind that this could change on a dime. HR may be holding back and they could share a last minute report showing who followed the RTO mandate and who didn't -- stating a previously unknown policy and then penalizing people without any advance warning during performance reviews.
