@ac I agree with your final sentence. Indeed, it is not base on merit, but instead "who you know" and "if they like you"; [re. whose a** you kiss]. I've seen too many good leaders get passed over for inadequate charlatans. This role / level is often populated with ego centric individuals too busy managing "upwards" to effectively lead an organization and are often "told" what to do. The "short tenure" is because of the dubious tactic of moving individuals around so that they can gain "experience" in other areas of the business. But well all know that any experience gained often doesn't result in meaningful knowledge. The panel interview process is indicative of this - what matters is if you're able to "talk the talk" - which essentially equates to one's ability to "Bravo Sierra". Far too few actually "walk the walk".

Bands 5, and 4 are the roles that are most likely responsible for where we are today.
These roles control the pulse survey, (yes the know who submits what)
These roles direct their groups
These roles make or break your organization
These roles have the shortest tenure in position and are so far removed from what an individual contributor actual deals with
These roles are hand picked for reasons NOT related to meritocracy
