It seems the directive is to charge people for phone cleanings and password resets? Anyone else being pushed to fudge these numbers? The OST definitely has nothing in it about either of these things. Any clarification would be great.

The OST says to not charge for app removals..jacka*s. Just shows your incompetency.
The OST specifically says not to charge for things like troubleshooting, app removals, or juat asking questions
The OST specifically says any setup. Are you helping set up a customers email? Yep. Charge.
I charge everyone for wasting my time, that's why we have commission
If you have an issue with it, go work at Walmart or Target.
I would, however that is exactly where the directive is coming from.
