What is the real value of “performance measurement” if in reality is just done for shows?

Lost 1 long time colleague of miner today
Can confirm, several members of my team including myself, were let go today. heard there were org changes and layoffs in many divisions including finance, marketing/strategy, and corporate functions.
Please be respectful of Sr. Management, we're going to be OK, but it's hard
