My manager said he cannot afford to lose anyone on his team. No more reqs in the near future and it doesn't look good to have less than eight reports.

Common on, it has been the case for most of US teams since 2 years ago...
I am hearing the same. This is causing a secondary effect of manager NOT approving internal transfers. Yes, in my case, this will result in the loss of two staff.
He will loose two members, make a note.
