Mgr here. Yes, was told it applies to us as well and that we should be leading by example.
According to these posts, managers are expected to follow this. So then is this what you all are seeing with your own eyes?
Our manager told us he forgot to join the team meeting he had scheduled because he had to take care of his dog.
M5 here. yes the 8 hrs applies to everyone regardless of level.
@dv the communication that was sent to managers does explicitly outlined that managers should lead by example.

It’s in the updated policy that they are required to set an example and comply
M4+ is 4 days a week and there is reporting but it's much more lax. They are fighting enough battles and all they're looking for is that people are not quiet quitting at that level.
I report directly to a tech exec. Their calendar is packed af with useless meetings lol.
It’s discretionary with a caveat. You don’t want to be in the group < 5 hours because when approving evaluations that can get you bumped down affecting raises and bonuses. It also puts a target on your back for layoffs.
If your manager says 8 hours do 8 hours. If your boss says it is discretionary don’t do less than 5 anyway. If you don’t want risk any extra targets on your back do 7+, even if told it is discretionary.
I'm in NY and see some high level people doing 2-4 hours or not coming in at all. If your a Indian on a H1B, then maybe you more motivated not to go back. But of us though have options. They're basically using this to target those they don't like. And the truth is your in much better shape if your boss is getting fired if you find another job, than if you did a coffee badge run versus sat in the office sleeping 12 hours for metrics.

They have to be in just like the rest of us. At a certain level, they have to be in 4 days a week, not 3.
Of course this doesn't apply to sr. execs b/c they're traveling all over the place so their numbers will be skewed. You think Charlie's directs are going to be held to the same standard the rest of us are? lol, no.

There is no consensus on this. Spoken with several managers, each one says things different. One says it is mandatory (8 hrs), others say it is discretionary, etc. I really wish WF chips in and communicates clearly. This is how in large org, communications break down leading to morale turpitude.
