So considering annual rewards time changed this 1) is it possible our talent will leave more? 2) have another push maybe q3 2023?

Rewards timeline should not be too impactful on the "talent". Most of it has either already left or is hanging out there waiting to see if the CPM package may perhaps get a little better.
This is definitely going to hurt the company but they have to do to reduce the cost.
When you can move to get a raise or stay to get way less than inflation? And the paltry amount Intel usually offers probably will be even tighter this year. Anyone not in the overpaid bucket would be mad to stay
