The quota for 4s is not generous at all and depends on too many factors out of your control, and often times also out of your manager's control. In this game, the optimal strategy is to do just enough to get a 3, not to go above and beyond hoping they'd appreciate it. Also bonus difference between a 3 and a 4 isn't as big as you'd expect - pretty low ROI to push for a 4.

The real question is: will they go to bat for you?

Getting anything above a 3 usually means your manager needs to speak up and highlight your achievements over the past year. So if you think you’ve earned more than a 3, now’s the time to make your case!
Don’t assume they know everything you’ve done—no one’s a mind reader.

They give you a rating at your yearend review. Once you sign off that you've had the review with your supervisor, it's set. What I've done in the past to get a higher rating (4), is to meet with my supervisor prior to my yearend review to go over all my accomplishments and talk about how productive I've been for that year. Make sure and hype this up, and talk about past, present, and future goals and successes. What my supervisor valued most was that I cancelled my PTO due to a work emergency. They can't possibly remember all your contributions, but you can, so it's good to remind them.
