Asking for Germany… If someone is accepted for CPM but the separation package offered is not good enough. Can one decide not to leave?

Would you really want to stay after you asked to be consider for separation? As soon as you submitted your request your manager wrote you off. By applying you stated to the company that you want to leave. I see that as a point of no return. Take what you get and move on. You will hate it if they do allow you to back out.
Legitimate question given Works Council. Follow up by OP sounds informed and legit. If that is the case it would not surprise me if it requires signatures of employee and Intel. Without that it seems that there would be no separation. Not many here may be familiar with the Works Council and how things work in Germany. That said, this is opinion. I do not know.
Well the package details were not final… Asked HR and work council before applying… HR said you will be provided a separation package contract and contract is valid only when signed by both parties in this case employee and intel… work council mentioned that will get involved in package negotiations once the CPM is finalized for Germany…

You will have a set exit date at intel as far as I know no uturn
