Should have been using EPC firms in place of TES decades ago.

TES is to much like a University and want everything perfect. Reality is don't spend $5,000 extra in people's charge out rate to make a perfect heat exchanger and increase cost with unnecessary overdosing features. Existing one has worked for 30 years without issues, just buy a new one with ASME code not the Dow design which is 2x the cost.
People that push this issue are either laid off or leave for companies who understand size and design to fit the purpose and is safe. A work truck will do what you need for a low cost then buying a Ferrari which looks cool and is fun, but way too much to drive to the grocery store for Ramen
