@OP There are definitely layoffs in November to hit the 75k head count target. It will mostly impact teams (including in IFS) that did not hit their 15-20% target in the previous layoff round. Unfortunate but this is the reality. Source: Upper management.

They won’t lay you off but they will force a certain percentage out. No CPM, no package, nothing except for fabricated performance issues and management covering for other management. It’s looking more and more like it would have been better to be CPM’d.
