I’m leaving, I just want to know do I inform HR or my manager? My department is toxic, stressful and chaotic.

I resigned and I emailed my manager. They didn't know what to do next but they are handling it.
Tell your manager. It's your manager's responsibility to inform HR.
Im doing the same. Just have to send an email to your manager with your last day and let HR know.
