How will the new 100 k fee for additional H1B visas impact Oxy?

I believe H1B visas are reserved for professional companies looking to hire skilled workers. I don't think Oxy can demonstrate compliance or an actual need on either of those criteria.
Most likely nothing. Anadarko dropped the H-1B's long ago. There are plenty well trained Americans to fill the jobs in Houston..
It will cost them $100k for each additional H1B visa they request.
