So, they have not met their quota; more layoffs are part of running a business!
no. only combination of department + location is relatively safe. however, if department fails to meet the layoff quota (10% globally presumably) after it rolls through all regions (ending with Europe presumably) - then it will roll again until the goal is achieved.
