@OP HR and management are doing layoffs all wrong. My team has people leaving every so often, and we have to take on the extra work. It's caused by the continual layoffs. Just get it over with and get down to 75k; maybe go for 65k and get it done with.
I have no faith that what I'm doing will contribute to the company's turnaround, as we start something and then pull the plug. Rinse and repeat. I'm here now to collect a paycheck and ride it out until I can find another job.

It's become a completely hostile work environment, and more than half of us don't want to be part of it anymore. The job market is bad; maybe open up the volunteer option again and allow everyone that signs up to leave in peace.
Nepotism! You hit the nail on the head. With the old stagnant management team spending all their time gaming the system to save friends & family during cuts. I know my upper manager has family members working in other teams, and none have been cut.
