Some execs call layoffs “cutting fat,” but what I see is them hacking away at entire teams that actually build the product, then acting surprised when everything starts breaking. It’s clear self-destruction for reasons that I can't even begin to fathom.

They stopped cutting "fat" back in 2010 when the annual hunger-game swung into full gear. I saw so much intellectual property either be culled by the political beauty contest that was the annual focal review, or people who took "early" retirement.

The primary 'fat' at Cisco is the multiple layers of management. Manager, Senior Manager, Director, Senior Director, VP, SVP, EVP. Ridiculous!
When you operate literally 10 levels above where the work actually gets done, it’s not surprising they are completely clueless.
It’s because these senior leaders have no idea how the product(s) work. All they see are opex and have to show growth. Don’t let them try and spin it otherwise.
