Strategy is to use multiple criteria based, delivered over time to different groups so that no can clearly pinpoint a clear pattern that can be used in law suits.

If confidential that's basically defense from lawsuits because if you answer that question it can be used against the company if someone is willing to risk their severance package to sue.

Some judgement required. Say you have a critical department and a function with 3-4 specialists. You can't approve all of them putting in for CPM. It's just common sense. Although engineers want to reduce everything to a formula, sometimes life doesn't work like that.
