From the new rating scale, what do you need for a promotion on scale of 1-5. My manager is telling me he can promote team members on met (3) but I heard from reliable sources only if they get 1 or 2 can be promoted. Does anyone know the correct answer?

I was promoted on met expectations. This just proves how toxic this company is. If someone is getting promoted they should be able to receive a nice rating at some point. This company likes to keep people down to save a buck.
