Not about being over budget. Plan was to keep headcount pretty much flat in 2025 for the company. This is nothing new or function specific. Hiring will and still has been happening as needed.

Same for T&D hiring freeze and no new contracts. Our leader said more to come in 2 weeks about phase 2 and reductions in force during our team meeting this week.
yet again, mother not knowing how to manage or read a budget. or plan. nothing new.
Seems off. Our area is still hiring for several positions.
