Right or wrong,move it along....if it ain't right,ship it at night! As long as we are lean.
Most likely the ramifications of VCP, cost reductions are the priority and are demanded and rewarded, no one looks at all the time and costs and product holds etc. for multiple groups to try and fix all the problems that result from mandatory VCP goals.
