My question is this: What is happening with our IP? Why is this happening in a country that didn't come up with a single innovation in tech or science and for the size of its population only has 12-13 Nobel prizes (just a single measure of non innovation, but there are many others we can quote) and most of the 12-13 in the likes of literature... (nothing against literature, but irrelevant in tech and science)

Vijayawada: Andhra Pradesh govt has issued formal orders to establish an IBM quantum computer at the Amaravati quantum computing center (AQCC). The project is part of the development of a quantum valley in Amaravati, for which the CRDA has allocated 50 acres.

According to the order issued by IT dept secretary Katamaneni Bhaskar, AQCC will house a 133-qubit, 5,000-gate quantum computer in a 2,000 sq ft facility. The infrastructure will include secure networking, advanced cooling systems, and an uninterrupted power supply to support the high-performance machine. As part of the agreement, IBM will operate from the facility at a concessional rent of ₹30 per sq ft. In exchange, the govt will receive 365 hours of free computing time per year for four years, which will be allocated to govt institutions and for educational use.

In addition, the govt has approved a proposal to set up a smaller quantum computer at Wits University campus at a cost of ₹6 crore, in partnership with AI on the Queue, a Bengaluru-based startup. Amaravati quantum valley is planned as a govt-supported ecosystem to serve universities, research bodies, startups, and industries across multiple fields.

Chief minister N Chandrababu Naidu is giving top priority to the project with the aim to make Amaravati the country's quantum computing hub. The CM earlier announced that the quantum computing center in Amaravati will be operational by Jan 1, 2026. "The state govt is aiming to produce 100 ‘use' cases by Aug 15, 2026 and emerge as a global player in the quantum-artificial intelligence (AI) movement," he had said.

The state govt aims to generate huge employment in the state with this initiative. IT minister Nara Lokesh said bringing top players to the AQCC is the top priority and hoped that the project will gain pace with the entry of IBM.

so, is that how all these H1B visas get issued to "learners" by foolish and ignorant American corporations ? After all you can buy all the signed tech certifications that your heart desires from a hawker on the streets of Bengaluru (Bangalore) or Mumbai for a few rupees these days. Why waste 2 weeks going to a boot camp when you can get a signed certificate from IIT and any tech certification of your choice for a few rupees ? Then all you need to say then is "I am related to Alvind Klishna, CEO of IBM" and voila, you are admitted to heaven or the place of your dreams. (Sorry, Sydney Sweeney can't be there)

Then the world is your oyster, and you are its pearl.

"Learners" in Indian parlance means people off the street who attended a two week bootcamp to get "certified". Certified in conning Americans that you can replace their workers for a fraction of the cost.

just make these losers go through some pointless IBM on-line course and get a badge to put on their on-line profiles stating that they are now "qualified" Quantum experts. They can build Quantum systems out of nothing. That's the Alvind IBM way.

That's what's happening, they are transferring IP, confidential information and trade secrets to a "community of 'learners'", there are R&D centers outside of the US, but in places where the human capital is extremely intelligent and with high IQ and they do work that goes back to benefit the company. This is different, this goes to a "community of learners" that is aimed at taking away without creating anything of value. Nothing of value.

At the end of the day, pressure needs to be put of AK and his Pipmunks that they cannot play with the "IBM India Friends and Family" plan on the sinking IBM Titanic when it comes to Quantum Computing. They cannot pass on confidential information and trade secrets to the Indian Government or it's agents as they have to do when selling other products. Providing such information is the same thing as giving away state secrets, patents and copyrights to competitors. There are stiff penalties associated with those actions. Alvind might be CEO and Chairman but even he should know better than to break the law.

The second biggest community of learners: A whole bunch of people (not hard to get in a country that has 1.4 billion and 4x times more than the US, quantity is all they have) that have no idea about anything, know nothing and need to learn and take from others (that's what learners mean, an empty marketing word that tries to hide this reality.

It actually sounds ridiculous, "second biggest community of learners" when you think about it. "Community of ignorants, but get Quantum funding". If you invest in geniuses fine for competitive gains, but not this. This is not investment, but money transfer.

AK is very charitable when it comes down to his buddies who know nothing about AI or Quantum, can't develop any apps and use cases by themselves, and want to have a pretty building in the hopes that someone will come like they did for call centers and IT sweatshops.

But whoever needs to see this and react accordingly, investors, shareholders, etc, etc - are nowhere to be found? sleeping on the wheel?

NO BENEFIT to IBM and by extension, the US, whatsoever.

if India is the second biggest community of IBM learners, what is the first one ? China ? the US ?

It seems more like a smoke and mirrors effort to pry funds from some company (IBM) to say that they are started on Quantum Research. Startup AI companies are a dime a dozen. Looks like the same thing is happening with Quantum computing. And this initiative in India is going nowhere in a hurry.

They have nothing. They hope to create jobs, a bunch of use cases to look like they are doing QC, but what they really are after is to turn it into a tech hub, so that other mo ro ns pour money in there... "with IBM's entry" - gives them legitimacy, because they have no idea what they are doing. There's nothing in it for IBM, other than, if AK is still around next year, even more jobs flying over there.

Building that look like "super tech", is what they have been doing in other parts of the country already.

"If we build they will come, WE JUST NEED TO LOOK THE PART and we'll get all these high salary jobs here".

"Hey, it worked with call centers and IT outsourcing, so why not" (and they pat their backs as they say it).

The title of the article is telling (pure fanfare), "ordered".... wooo...

This doesn't make any business sense for IBM, but you make sense, plus this gives AK the excuse to shift more jobs over there (as someone else said below). It seems as if they are stealing know-how and IP (at least in appearance or idea, because they have no ability to do it themselves or anything else) to try to position themselves as a tech hub.

It's funny, because neither Mo di nor Xiii are being honest with each other, but it will be apparent soon. Neither are honest brokers.

You've got that right. They have no infra, no scientists or qualified labor, etc. Just cheap labor to get a building done.

What is IBM gaining out of this? Nothing. Why is IBM even involved? You nailed it.

Scrutiny from investors? Should be, but would there be? It's going to be close to 6 years of Ugly Low IQ AK b and s.

Sounds like someone in India is trying to get rich by getting their Quantum project off the ground and building "some" infrastructure. Who is paying for this ? It is not clear. But it seems that they could be looking to get money out of IBM using Alvind, while he's captain of the sinking IBM Titanic.

They don't have the infrastructure for Quantum, so they are looking to make money by jumping on the Quantum bandwagon. They have no prize winning scientists and are using this project to provide employment to their locals. But as most intelligent folks know, manual labor is the only thing that is what you get in India. It's cheap and plentiful. Not AI or Quantum.

What are IBM and it's shareholders going to to get out of this ? This is not clear.

If you're asked to be an investor in this project without more information being made available, walk away. This sounds more like a scam run by a State government in India and US IBM executives if it goes ahead.

Someone needs to look into this from a federal government policy perspective, even if QC is not going to go anywhere for a long, long while, cutting edge knowledge CANNOT get out like that.

Insanity is doing the same thing and expecting a different result. We did it with China, now this?
