Isn't MW a refinery/filling station dude at the end of the day? Any comments he makes about upstream matters had to be learned by him late in his career. MW is smart and articulate. But at his core, he does not have an ounce of upstream backbone in his body.
That's ridiculous. The board simply says things like, "why isn't Chevron doing as well as its peers" and then the CEO, COO, etc. make plans and tell the board "we will do this to fix it" and the board says "OK". The board doesn't do operational stuff. It is silly to suggest that they do.
